Good News:
You have to own the app before making comments. Finally, no more comments by trolls. Also, if developers wanna boost their app at least they have to pay for their own comments.
Bad News:
No more full apps list (our guess is that Apple is trying to combat application list scraping services). It may be understandable that iTunes is being hit hard by the app scrapers but we absolutely loved to browse the list to look for hidden app gems.

Most of the apps I use, I found by just digging through the full listings of new apps. If I can’t access those, I’ll certainly find fewer apps I want and be much less likely to buy any.
I agree with Tom, now to find new apps I have to digg through every single category… The new comment policy is good though.
