A number of iPad users are reporting that their shiny new device displays the "Not Charging" status when connected to certain computers or USB posts. According to Consumer Reports, the iPad doesn't charge when connected to the front and rear USB ports on some Windows computers or the USB port on an Apple wired keyboard attached to an iMac.
This issue is due to the fact that unlike the iPhone or the iPod, the iPad needs more juice and hence USB ports on old computers fail to provide the required charge. Good thing that the iPad comes with a 10-Watt USB power adapter.
